Expert tasks African Stakeholders on evaluation responsibility

Senior Technical Officer in an international development agency with office in Lagos, Mr. Austin Ndiokwelu has tasked stakeholders on the continent to ensure that funds voted for development projects are well utilized.

Speaking on the rights and responsibilities of all primary evaluation stakeholders in Lagos, Ndiokwelu noted that all stakeholders in development evaluation must make certain that value for money meant for any development programmes are spent judiciously.
Evaluation of development activities, he noted, provides an assessment of relevant projects for populace and economic progress of any given society.

According to him, this would also determine whether maximum benefits are derived from the least input.
He cited an instance with donor agencies, saying that they have a right to know the tangible outputs, outcomes and impacts from their development assistance, s well as responsibility to stay faithful to the terms of their support to the recipient partner, including support for Monitoring and Evaluation.

Beneficiaries of development assistance, Ndiokwelu pointed out, like the state and implementing agencies have a responsibility to develop and deploy effective frameworks for evaluation of programmes or projects.
He stressed that a right to receive sufficient funds to adequately cover a robust Monitoring and Evaluation segment of a programme cannot be over-emphasised.

Ndiokwelu further said that evaluation commissioners have a responsibility to provide an enabling environment in which the required technical coordination is easily accessible by implementing agencies and beneficiaries.
“… And a right to receive timely and reliable reports of such evaluation processes after completion,” he observed.
